Ideally you want to get niche specific as well as location specific backlinks, which give more local and more niche related authority.

You will need a good silo structure for your website and if you want to rank in a single state then you should make location pages for every city in that state. So you gain the authority and rank in the cities, too.
You can even get to the 1st page for some low competition keywords if you do the onpage SEO properly.
