Local & Organic, Two Domains, One Business

I have a competitor that has Site A that ranks well organically and Site B that ranks well locally (7 Pack)

The Home page of each is slightly different, but all the internal pages of Site B are just links to Site A.


Is this a good plan or something blackhat that has not been discovered yet? Could someone explain this to me

I'm not sure I understand your question. Are you saying that both A and B just share a lot of sub-pages? If so and they are both ranking well for their keywords, I don't see the issue. The only thing that could potentially happen is that one of those home pages don't get indexed but if they are both ranking then obviously that isn't an issue.
Google serves documents and not websites in search so if one page is more relevant to a user's query then that page will be served (regardless of which domain it is linked to). Essentially having a sub domain or something like that would be the same scenario.

I guess site B is essentially and one page site (with all internal pages really site A) -
 
I cannot judge anything about your plan and comp before looking to the competitor's website. All I suggest you is to build quality backlinks and don't go for backhat SEO.
