two domains

I have a competitor that has Site A that ranks well organically and Site B that ranks well locally (7 Pack) The Home page of each is slightly different, but all the internal pages of Site B are just links to Site A. Is this a good plan or something blackhat that has not been discovered yet...

I have Two domains for one web site .eg skuraband.com & skura.com .set same DNS seeting for both domain.but i wanna promote only skuraband.com in Google first page .wht happned is skura.com now in second page of google search & skuraband.com in 450 in google .how can i get skuraband.com instead...
