Local Adwords Help.

I was wondering if I can scrape all the Adwords running in my local area. Is this even possible? I want to find new SEO clients with this. Have found some manually and trust me, those who use adwords are highly likely to buy SEO.

You could use a tool like Spyfu to check who is running what.

Or you can manually check what's running - https://adwords.google.com/anon/AdPreview

Both will require you to use keywords to identify clients, but that should be fairly straightforward.
