My opinion would be, Indexing your tiered backlinks is indeed important if you want them to pass link juice effectively to your money website. Search engines can only consider and reward the value of a backlink if they are aware of its existence

There is no use in the non-indexing links. Links and pages only have value when Google has crawled and indexed them. If those are not done, then tier links are a waste of time and money. Indexed-tier links can help you boost your website's position on the SERP. But make sure they come from relevant and quality sites.
