Link Building for All Your Sites at the Same Time?

For those of you who have 100's of sites.. how do you go about doing link building?

Do you;

a) Focus on a few sites first, get them ranked while the others age and then use the profits to rank the others.

b) Try to rank all of them at the same time, which means lower quality links or a lot of money spent to outsource.

I design the master strategy and delegate to my team. I then closely monitor the search rankings and decide what the best step is for the under performing campaigns or how to maintain the high performance campaigns.

Designing a working strategy and finding good people to implement it is the hardest part.
