Don't think it has changed. 160-170 characters though. Above it will be truncated by Google.

I think Google varies the snippets result accordingly. Albeit, I don't think it as a major factor

A good meta description can mean the difference between getting the click or not. How is that not important? Ranking factor or not, if you aren't utilizing all the available space you're missing out. Part of CRO (in this case, click-through rate) if nothing else, which is definitely important.

You can go up to 320 characters, around 300 with decent page description + cta is perfect!

The actual guideline actually states that title would be less than 70 characters, while description 140 or less. Based on what those G engineers have mentioned, they do not actually recommend trying to go overboard that limit, particularly the description limit, in which the 300 characters limit is actually depending on the situation, and would only be categorically imposed by the search engine, and not really dependent on the meta-description that was keyed in manually.
Nevertheless, although all these measures have been laid out, I have used many title that goes over the 70 & 140 limit, and I am not finding any downside in doing so though.
