If you are small under 10000 Followers you have to interact with users who might be interested. That means follow/unfollow, comments and likes.

you should interact with other profiles ( Like and comment)

It's essential that your profile looks nice - otherwise, no one will follow you back

Also you should like and comment profiles in your own niche. So let's say you post Travel/nature pictures. Then you should find a big profile with 10k+ followers and target his/hers followers

You can use f/w in start, and as you grow you can shift towards engagement groups
