I want to sign in a CPA network but they ask me if I'm and advertiser or publisher and i don't know what to say 
JUST A DUMB QUESTION PLEASE ANSWER ME

An Advertiser is a person who makes or owns the product which he want to sale.
A Publisher is a person who tries to bring customers to the advertiser's product, in this case, his landing page to make the happen
So if you want to earn money by promoting products and making affiliate sales become a publisher and if you want to spend money to promote your product, become an advertiser.
Advertiser ( owner or maker of product )
Promoter ( Affiliate )
