I can complete CPA, Leads and Email Submits and some Paid Affiliate offers. Im from the US & I Have access to a lot of wifi spots

You will get caught by your affiliate manager, they do check if these leads are any good. It ain't that easy.

you dont get a lot from each submit...

maybe if you could do it to x amount of different networks, then move onto the next hotspot... but i think you will put in a lot of time for not much $
