I agree with the bolded text. I've been knowing for years that this part is true. And no, I'm not siding with google (I don't think I ever will), but when something is true you have to admit it. If you create even 2 pages with close to 100% duplicate content you will obviously not rank for both of them. But having 10-15%, maybe even 20% duplicate content across several pages that rank well won't harm your rankings.

Again, I have stopped believing anything that google reps say several years ago, but sometimes they are right about certain facts. And I think this one is true. If I'm wrong please correct me cause I definitely want to base my decisions on true facts, but don't just say "cause I think so". Show me some proof that what I'm saying is wrong, because I have personally not experienced negative SEO due to partial duplicate content
 
I see copies of Wikipedia pages ranking just fine.

Pages that just replace City/State also rank.
 
@Roger Marquez I agree with you. Sometimes you can notice that the guy hasn't even have the slightest idea specially when asked about any update or so !! :P

@tazarbm Ofcourse it is true. And they are admitting it because they have to justify somehow that why their SERP's are filled with pages which are fully copied from other sites. ;)

@Man of Action No matter what happens big sites and companies will rank just fine. It's the small and medium ones that suffers. :(

And to OP I will say that personally I don't pay much attention to Mueller & his so called advice's.

this may justify only the recent things going on in google, but I'm telling you that they've been saying this for several years cause I have read the exact same thing many years ago (4-5, maybe more)

I guess that is the truth we know long time back right? Like example in eCommerce many sellers have the same product listed on various sites with same product description and other details but google doesn't count it as a duplicate pages.
He quoted it as follows
“A really common case for example is with eCommerce. If you have a product, and someone else is selling the same product, or within a website maybe you have a footer that you share across all of your pages and sometimes that’s a pretty big footer. Technically that’s duplicate content but we can kind of deal with that. So that shouldn’t be a problem.”
May be this is the first time I am agree with this guy:anyway: But I think it is already discussed by Matt cutts.
 
Content duplication at a minuscule level is omnipresent in almost all sites
Sites in the tech niche tend to peak them.
