Jarvee Follow Tool - Send To Extracted Users

If, when using Jarvee's Follow Tool, I send scraped users to the Extracted Users list, will these user be added to the same blacklist as if I'd just followed them? I plan to manually F/UF and I want to be sure Jarvee won't be following these accounts again in the future if the Follow Tool ever gets fixed in the future.
