Sounds like a piracy site. You won't have any Google penalties, but you have to deal with ISP blocks, DMCA reports, trademark violations, user complaints etc.

woudln't bouncerate be an issue if people are clicking and betting blocked from the site thus leaving in a few secs ? if the guy is using seo to bring traffic could be an issue.

possible, also its very likely that ISPs and google don't like similar things and i would say that its matter of time before google starts doing something as well unfortunately

There won't be penalties but the traffic will reduce over time. Google will identify Geos where the site was blocked and deranks site in those areas. So, the traffic won't disappear all of a sudden (which happens in case of penalties) but slowly becomes less. If majority of the traffic comes from same Geo where ISPs blocked the site, then it'll definitely look like an algorithmic penalty.
This happened to one of my previous sites. The site was blocked in India but it retained page 1 rankings in other countries like Indonesia, Sri Lanka, Philippines, Bangladesh etc. So, the organic traffic depends on the target country.
