The competition click on your ads trying to spend your daily ad spend limit so your ads disappear and there's stay up.

I cant bring myself to do this to my competitors I just think it's bad business.

I might be mistaken but google algos are advanced now they can detect if a user is clicking on an ad multiple times like that.. you sure?

My suggestion if you want to pursuit that business model you should expand to other local areas and rank sites there. This is what I would do.
