I can't imagine why. Different services offer different functions. You might use one for social marketing and another for backlinking. There's no reason why you can't use two services, unless you are planning to outsource all your SEO to a company that offers all the services you require.
I couldn't recommend any, I haven't used any from here. I do most of my SEO work myself, except buying the odd fiverr blast. I'm sure others will be able to though, and there are lots of threads in the Marketplace with glowing reviews.
If you're using a "full service" SEO service don't use a second one - at least without asking them first. The first one will have a plan or strategy which can get screwed up by a second service.
I would say you must have diversification in your link building plan. Social Signals, contextual links, blog network...everything should be in your hands.
You should stick with only one at a time (assuming full service). You need to have everyone on the same page with regards to SEO, and having two separate companies working simultaneously makes this almost impossible.
