Is Seo important at first?

Focus on content first and build a valuable site.
Meanwhile the site will age and get out of googles sandbox - thats when SEO comes in

Depends on budget. If you have low budget then try to focus on ads, this might be helpful because it will give a few hints to Google about ur website. Anyway for further info we need some details such as niche and optional buget.
