Of course it is , as a SEO provider we have many many clients that need SEO for keywords like , buy facebook fans, youtube views , twitter followers etc.\

Sure. You can rank Fanpages for their titles quite easily. Twitter account, Pinterest, Instagram profiles. All rank for keyworded titles, you see these properties all over the web. Just optimize all that you can onPage and build links..

Some of the answers here apply however depending on exactly what you are talking about they may only be half true. For example you mentioned ranking a Facebook fan page. You can definitely rank the main page which would include the custom URL and perhaps the about section however don't bother trying to optimize applications or posts because those are not indexed. In fact, large portions of Facebook's site are excluded from search engine's indices.
Similar circumstances are true for other social networks where a main page or some information on a profile will show up in search but not posts.
I would concentrate more on getting your own site to rank instead of a social profile.

Yes it is. And it helps. Get like, followers,optimized titles tags descriptons etc. One of my facewbook accounts rank #2 in search results for a very high competitve keyword and it gets a ton of traffic.

it's easier than a new domain, new domains tend to get penalized when creating too many links, while established domains don't, even if it's just a page in it like a facebook fanpage.

sure, it does. SEO can work effectively on any kind of online sites, including Facebook, Twister, Youtube, etc ...
