Is my site Penalize?

As you can see below my site is not appearing for the domain name in the Google. In second screen shot you can see the last time Google visit my website was Nov 29, 2011

Is my website penalize? How can I recover it?

No penalty... Your site is only a couple months old... in about 6-10 months you'll get credit for your backlinks... for now you are in the new website sandbox. Google knows that most web spammers give up in less than ten months so they have set it up so that it is hard to exploit the system until you are older than that. Just keep building you website and promote it. In time it will all come together.
 
If you want to check whether your site is indexed or not, you should use:

site:domain.com

And not what you've been putting there. And no, there isn't any penalty IMO. What did you do with the site, that it should be penalized in the first place?

It's my client site not my own. Even i don't know how old the website is and domain age checker tools are not showing any info.

there're an article from 16/11/2016 that is indexed mate so i don't think it is , Nov 29, 2011?? wot
 
You need to do some little change on your website, google clawler doesnt know if your website is live or not....do some small changes and of course go to webmaster tool to update it as well, it will definitely works!

Google probably would have detected the domain expiration if it is an older domain. so going off the whois entry:

Google probably views the website as being born on or near Sept 25, 2016. This is why a continuous transfer of ownership is preferable to buying an expired domain for SEO purposes... you get to keep the age of the domain if it never expires (as long as it was previously indexed in Google). But since it is either new or recently expired it is treated as new.
 
oh eu domain bummer.Who told you to buy or get eu domain.Man do you follow situation with Google and European Commison.They take investigation against G about monopoly behavior on EU soil.
What you think you can achieve something with this domain.ASAP drop off domain and get another.
G about this situation facing with Multi Billions penal all most destroy all Local SEO in EU countries.
 
If it is indexed it was deranked due to some kind of issues. Have you visited webmaster tools console to check for errors?

Agree! No penalty , a couple months old only
