Is multiple language can be a risk in seo?

I have plan to scale my website into multiple language.

For example:
myweb.com, fr.myweb.com, id.myweb.com, es.myweb.com, etc.

My question,
Is this way will be a risk to seo since only the template is having translated?

My problem:
- I can not translated the content because the content is called by using rest api, which is use english.

Im affraid google will flag my website to pure spam or deindex because duplicate the content.

I need your suggest or solution guys. Thanks
 
In general if you have fr.myweb.com, id.myweb.com, es.myweb.com, etc, then it indicates that these pages are in the local languages such as French etc. This is what most sites do. Another thing webmasters do is declare the language, using the lang attribute as in <html lang="en"> or <html lang="fr">. If you do both it is clear to google that this is the French version of your English site.

Keeping the content in English in fr.myweb.com, id.myweb.com, es.myweb.com, etc would not make much sense and is not recommnded. It will confuse the search engines and could have negative effects imo.

I just curious how the social networks can do this since their member was send a post with their original language but the website is able to choose other language.
