Is it possible to get PaymentCloud outside of the US?

I live in Europe and last time I tried to apply they told me I need an SSN, but it just seems a little bizarre to me that the individual registering must be a US citizen.
Is it possible to get PaymentCloud set up without being a citizen?

Norway. Are you sure they offer EU services, they basically told me to kick rocks without an SSN
