I live in Europe and last time I tried to apply they told me I need an SSN, but it just seems a little bizarre to me that the individual registering must be a US citizen. Is it possible to get PaymentCloud set up without being a citizen?

I am looking for a high risk credit card processor and have received quotes from both of these. Does anyone have experience dealing with these companies in digital marketing niches? Thanks!
