As far as I know, Google doesn't do automatic translation when it is indexing content.
Can you imagine the tremendous amount of hardware and software infrastructure that it would require?
Also, it's a common practice for many online publishers to take the same content but translate it in different languages to rank their websites for different language versions of Google.
If you're talking legally, yes, what you're doing is the same content.
So, if you take somebody else's intellectual property and translate it into your own local language, you are still violating that person's copyright and intellectual property rights.
But, as far as Google is concerned, your translated content is new enough to avoid the duplicate content penalty.
Please understand that this advice doesn't work with YouTube.
YouTube has an automatic transcription system that runs in the background.
It actually checks for the words that you mention in your video.
So, you can get penalized for duplicate content that way.
