My personal experience says, yes, GSA is still the most effective SEO tool which works greatly.

It works but this type of links must go to your layers 2 and 3, dont build GSA links to your money sites they are too shady to rank you

It is risky because you will be receiving links from spammed domains, and you will have chances to get a penalty if you point straight to your website, so it is safer to use as tier 2 links.
But anyways just create some test projects and try to rank them using diferent aproaches.

Personally I've had decent movement with GSA but as already stated it's how you use it, blasting a new domain will more than likely just end up in penalization

Never allow the process of automation warrant a decrease in quality. Make your own list to use with

What people still don't understand that ANY software that they use for link building is just a tool.. but unfortunately people keep thinking that programs are some miracle papal monkey generators where you push button and you make $27,165.21 from your mom's basement. That's kinda stupid if you think about it.
Using link building software is like using a chisel.. you can:
A) Build a piece of shit wooden statue that you are afraid to show even to your mother
B) Build an incredible piece of art that people love
That's a basic example of using a tool. If you know what you are doing and how things work.. you can have incredible results with ANY (pretty much) link building tool.. or you can fail hard if you have no idea what you are doing.
So the most important thing people must understand is that first understand what you are doing.. and then make your life easier with automated tools. That's it.
