Google plus definitely affecting rankings though extremely hard to deceive

Not on its own. Combine with other methods mentioned above.
It will make your website rank higher when your Google contacts search for your keywords.
It won't really have any effect on random people searching for your keywords.
You can verify this by searching for something, seeing a "So and so recommends this site!" and then logging out of your Google account and searching again. The recommended site will no longer be on page 1.

if google finds that your +1s are from 1 ip then it does not show any improvement in the ranking...
rather you can even recieve google penality..

But it's one of the growing factors that need to be considered with another social signals now. Social proof will become increasingly important over the next year or two, as part of stable ranking increases.

With the recent SPYW ( search plus your world) changes the big g has made the only major benefit I can see from having a g+ account would be for a vanity search.
Now I am sure a few of you have just gone "aahhhhh" and now have $$$ signs in your eyes.
