Is FB penalizing for poor ad performance?

    I haven't run FB ads in a few years but wanted to get the board's advice.

    We started running some ads for app installs and had FB optimize for conversions. We were getting a pretty good CTR from the ads to the app store (3-9%) but were converting poorly on installs. We modified the app store copy and slides to improve conversions and have wanted to run again with the new traffic funnel. But...

    Our ads got a great CTR the first 4 days (before we realized it was our app store that sucked) then after that they started to drop like a stone.

    After we changed the app store info we can't get our ads to have that good CTR again.

    We've run the ads with the same Audience but in different cities , ran new campaigns with different pricing (optimizing for Impressions or for Clicks), ran brand new ads with new images and new headlines - still had a poor CTR.

    It seems like FB saw that we weren't converting and has side-lined us into giving us only poor traffic. Anyone have some thoughts on how we can start getting back into FB good graces and get our ads to get the traffic blend that gives us that high CTR again?
