Now a days blog comment are not so good if you create do-follow blog-comment link then i will be good but i will give you suggestion to guest blogging,Forum posting,Article submission.

Yup, it still effective ever in link building. It would be useful always when commenting with relevant blogs.

I do it manually (can't buy scrapebox yet). Sometimes I get more traffic from the comments than from search engines.

OBL is normally the main issue with this even if it is on a high PR page. A 1000 comments on a PR6 does not mean as much as 1 link on a PR 3.

Yes, Manual blog commenting is still effective and very powerful to bring organic traffic to your site.

manual blog commenting work very good, take much more time but result could be very interresting
spamming blog work only on tier3 and maybe tier2 for indexing, won't use them anywhere else

Yes of course it can help, If you do blog comments in real and natural way with some valuable comments too, Not with just concern of link building.

Do you mean using the name of the commenter as anchor text for the link? Makes sense!
