It's absolutely needed BUT don't focus on PR since PR is no longer being publicly updated by Big G.

Yes, back linking is still alive. It is important to have back links from quality sites but PR is no more exist. Try to get back links from high authority sites and make sure its contextual link.
Backlinks help in getting better search engine rankings. If any of your content is getting organic links from other sites, that content will naturally rank higher with search engines. Your goal should be to create links to individual posts/pages along with your homepage.

Back-linking is still important in your overall SEO, but as Google gets smarter, you need to ensure those back links are natural.
You can't go off and buy 100 backlinks with the same anchor text - that's a massive red flag.
Ditto, backlinks from sites that Google can trace to the same IP or domain owner (remember that they're a registrar themselves).
I honestly think the best way forward if you're in it for the long haul and not a churn-and-burn site is to ensure you create content that people WANT to create links to e.g share on Reddit etc...
Then you get a ton of natural links from a diverse range of sources.

If your content is of high quality then I must say believing in backlinks still is the best thing to do SEO.

Everyone's valuable thoughts and comments, so as per everyones reply, backlink is still important, so just wanted to check, is it a good idea to buy a service from fiverr or any other such site for backlinking my site ? Or this will harm me or give negative results

buying backlinks is not harm your site but make sure to buy backlink from trusted seller. as others already told that google gives value only quality links.
also use drip feed not make so much in a day

A natural backlink profile is more important than having strong backlinks. Make it look natural - that's the only safe SEO these days.
