If a billion-dollar company wants to get you, they will sooner or later. Although if by "unsafe" you meant that you cant fk around for a few days? Yeah, you can do that!

Depends.
Spam out 24x7 with crappy accounts pushing crappy spam links: no.
Use automation to save you time, taking it easy, going slow and steady, scheduling your quality content to your quality accounts and keeping other actions within realistic limits. 100% yes.
Everything is a sliding scale between the two.
As with anything, automation is a tool, it's usefulness depends how you use it. But it is certainly not 2010 any more when it comes to botting - that's for sure. But that's the nature of the game

The amount of automation that's "safe" is probably fairly uninteresting. Hence the best strategy is to use it for accounts you can afford to lose, and use it intensively.

Time has come to read Terms of Service. Why? Because big networks such as Twitter and others are investing a lot in AI to reinforce their Terms.
AI is not safe, it is a pain in the ass right now because it is not intelligent yet. Hope this makes sense.
So if you want to automate, probably you should be doing a private bot.
