Is 3% keyword density Good for all?

Is it ok if I maintain a 3% keyword density in all of my article and service pages?

My manager decides to go for As Much KW As Possible. So, is it ok if I maintain this keyword density for my site?
 
No, it is not advisable to maintain a fixed keyword density in your articles and service pages.
 
For me, my strategy is to focus on at least 1-2% keyword density with more related keywords, more sub keywords to help the algorithm learn about my website and what I'm trying to sale easier.
