if it's a popular url shortener, they can't really ban it, because everyday ppl use those too, if it's an obscure one and it was used for abuse, they can ban it with no problem
on the other hand they can follow the redirection if they really want, so using an url shortener might not do anything if the shortened url is already banned
what you can do is purchasing cheap domains or if it's domain intensive what you're doing there, you can use free domains like the already mentioned .tk or just use blogger blogs, that's what i did mostly when i needed hundreds of sites, they can only ban the customizable part of the blogger domain which can be easily changed without the need to modify the blog itself, a blogger blog will never be as customizable as a wordpress blog, but it can be modified to the extent when it doesn't look like a blogger blog at all anymore, furthermore you can use pre-defined mobile optimized templates which is a must on ig
