Instagram targeting by Instagram

I have searched the marketplace for a very long time, but i didn't find the service i need.
What i need i s instagram real targeted followers, not by country, but by region for example:

Egypt has a governance of cairo, cairo has like 20 neighborhood, i i wa followers to be from a specific neighborhood, can this be done ??

Of course it can be done. Most bots have the option to follow and scrape all users who tagged themselves within a specific location on Instagram.

i need it as a service from marketplace, i will pay for that, but whenever i contact someone ether he make it y country or doesn't reply at all
