Instagram Sponsor And Advertisement Problem

I had an instagram account which l was using it as a business profile.We have a community for doing movie premieres and l was doing paid promotions weekly.l was doing those promotions according to the exact and targeting new crowd of people.We pinpoint the location according to the city that we used to do movie premieres .l was deciding which location l want to use first,ınstagram shows us 27.000 peoplo in that location,when it comes to the budget issues and timing problems it usually shows the promotion to 5-10 thousand people for 10 usd.But l m having trouble for the past week.Even if l done all those things the same and give 20-25 usd for each day for the promotions to only 1000 people give or take-.Even if l give 100 usd for each day,ınstagram shows those promotions to 1900 people.When l crate a new business profile by using ınstagram and do everything the same nohing goes wrong.So l am well aware of the problem is about my first instagram account.

I send lots of e-mails to the instagram's support department for it but l didn t receive any feedbacks about it.
How can l fix it?
