You are correct, you can use as many accounts as you want one at a time by rotating IP.

I think what people say is about using x amount of accounts "concurrently" on a single proxy. But 20 is too high. 3 to 4 sounds more practical.

Correct, tens of thousands, but not all of them connected at the same time. And the limit is lower than 20 accounts / proxy AT THE SAME TIME. If you rotate them in batches, you can have more than 20
 
Yes, you are right but unless you are a robot, you can't handle all the data and the related accounts per IP. It is the best if you could just stick to a number of accounts per proxy. Worry less and work more. To be honest, the way you are thinking of doing it would be extremely hard and annoying.

Isnt this an easier solutions? Just have one 4g proxy for all the accounts if he does not use them at the same time, instead of having multiple proxies to worry about?

Because , you can't running 2 account same proxy same time. Instagram will mark 2 account related. So you can only run 1 account with 1 proxy at a time. To look like a real person, an account will need to be online for at least 1 hour a day. And there are only 24 hours in a day, so you can't run more than 24 accounts in a day. In some cases, you need to make sure when rotating or changing IPs to make sure the IP is fresh and does not match the old IP list.
