Yes this happens when You’ve been following or unfollowing too many people and You have commented the same thing under too many pictures.
If you are using any third party apps and liking too many pictures in a short space of time Instagram simple do this.

well thats the problem ... When i first started IG i did exact same same thing ... My IG was blocked and they asked me to verify it by phone ... after i did it everything is much better ... I always following people that liking post from certain hastags ... I do about 30 follows when i wake up then after few hours again . And once per day i unfollow 50 people ... If you already verified one acc you need to buy some SMS service ... Or ask friends or family
