I think that OP is looking for an Instagram comment bot. Telegram is different.

Many bots do this but you have to make sure that its on Real devices. If you do it on API softwares, you will get flagged.

This is very easy to detect and cause the account to be reported as spam. I have researched it but hesitated to try it. If you have experienced it, please share your experience.
