When I submit a sitemap, why does the Google Webmaster tools say 4429 sites submitted, but only 581 are indexed?

It will take time to index, not happened overnight or it may take up to a few weeks to be indexed, or not indexed if your contents are crappy

You mean pages I presume.

And indexing takes time, it can take a week or two or more for Google to crawl your website and index it. Sometimes it can take even longer if your structure is not good enough. Be patient and don't force it.

I already wait three months to indexing still not indexed.

Sir, I already wait three months to indexing still not indexed.

Be patient here i have mentioned some other common reasons why a website might not be indexed yet:
A website might not be well connected through multiple links from other sites on the web.
The design of the website might make crawling and indexing difficult. Maybe the site itself is even explicitly blocking crawling and indexing?
In very rare cases, it might be that content previously hosted on a domain name is causing issues. In this case, you may wish to submit are reconsideration request detailing the change of content.

If you have been waiting for 3 months, then you surely screwed something up or the domain is penalized. It won't get indexed for sure. I've asked you where do you have the domain from. That will shed more light onto this.

Yes, it's not penalized, I confused the threads, there was a similar one with similar question, so sorry about that.

Also, don't share your domain publicly.

Why i dont share my domain publically. Is there any reason behind that? Can you please tell me why my domain is not indexing.

check your links in robots.txt, if it's crawl you don't worry about it, it will be indexed automatically or use the below link to index the links fastly

I used robots.txt and I waited six months still not indexed what should i do?
