Just throw some cheap PBN or GSR links at the URL's. Lot's of packages in the marketplace.

That looks like an ancient guestbook script. Looks like you would put your links in either the URL field, or as naked urls in the comments section.

I'd only use this for tier 3+, or to spy on what urls other spammers are trying to get indexed.
