But we see many sites in google which have very low quality content, for example big news sites or very high DA PA sites ranked with poor quality content and the sites which write detailed and genuine content do not rank well. Why so?

Ranking is a mix of everything. The low quality content websites you are talking about might be using a hidden PBN.
News websites, obviously they will rank they have a reputation (that they provide accurate information). Google Will obviously show them on top.
 
Big sites get a lot of organic backlinks and referral traffic, those things balance their rankings/traffic even with poor content.
