Usually you can do it from support inbox. If there's a reply from facebook. If you didn't see anything then you need to contact support.
I contacted the support many times already but they said that it's an error in their system.

share a dead account for them. Appeal the account and facebook forces you to verify. Send again

Unfortunately, this is not possible, for six months we could not find a solution to this.

Facebook. In Business Manager Account. The ad accounts are getting restricted and asking for ID but when you send the ID they will say your Identity cannot be confirmed and will permanently restrict your account from advertising.
you need a very rare type of profile to use to be able to recover a Personal Ad Account with permanently restricted due tot Failed Identity Confirmation
