It sounds like all of your accounts are linked, but in a negative way. Possibly using too many black hat tactics. You may have to start all over, but use an actual phone(s) instead of a proxy. You can get a cheap/used iPhone. You don't even need phone service to access Instagram on the phone, you just need an Internet connection. I use white hat tactics on my Instagram accounts, on one iPhone. I am sure all of my accounts are linked by now, but I have never run into these problems because I do not use very many black hat tactics on those accounts, if any at all.

So you've tested every bot, different proxies, lower settings, bought and self created accounts and this is still happening?

You basically screwed the accounts trust score by trying every bot on the market...
I'd suggest that you rewarm up each account for a long time before considering growing them.
After you get a PVA:
0) MANDATORY, chose only 1 tool and stick with it, let the accounts chill a few days before you start anything, i recommend Jarvee tho.
1) Reset device id ( if already in jarvee )
2) Change to a fresh set of 4 g proxies ( no cheap bullshit proxies )
3) As a first action just log in and do nothing for 24-48hs
4) Do 1-10 follows and a few likes ( under 15 ) and some story views for a few days, set random timers like a normal person would use instagram!
5) Slowly increase the numbers if no PVA over the course of few days
