    I'd go for TWTDominator.

TweetDemon is the best. It has a lot of features like mass account creator, follow or unfollow, send direct message, post tweet, add favorite and so on. It also has private support forum and skype support. TweetDom is only for create account and it uses browser. Hope it may help you.

I searched for a good tool too, but none of them provide an easy, "push button" mass account creation solution with email creation and verification, and profile filling. I rather opted for a custom solution, and wrote a bot myself (really easy with C#).
