You should use 1 profile with 1 separate proxy ip, because a limited profile will not affect other profiles.

You can use a proxy or VPN to change your IP address. For each profile, you should use 1 proxy so as not to affect other profiles.

I don't think this is too important. Maybe your facebook profile is not old enough on the new device. Use it for more than 24 hours then create a page.

Use an antidetect browser which also has the option to change MAC address as well. You may have to upgrade to the premium version of such an antidetect browser. Then before creating a Facebook account on a browser profile, gather cookies for a few days through natural type of browsing activities.
