Creating twitter accounts with emails is possible but, the account may need to verify with phone number according to the kind of activity it's used for. However, phone is the best way to verify your twitter account and it'll stay strong, even when it gets restricted you can retrieve the account using the phone number that was used to create the account.

You can create in each account by changing the ip and using the incognito tab.
Emails must be from known service provider domains.
Do not use temporary mail services.
