looks like bl are shite or bad spammy
use hreff of the bl mettrics and desolve the crap with google tool.
use spam score with moz or majestic

i am submitting my website spam back links to disavow tool but not working Why ?

It may depend on how many links you want to disavow. According to experts ideally, it takes 2 - 4 weeks to deindex/delete those links.
