HOWE I CAN CREAT VCC FOR PAYPAL WITH 2 DOLLARS BALACE AND GET CODE FOR VIRIFICATION

I believe PP don't send random balance to your CC for verification (I could be wrong), they send it to VBA/Bank Account for verification.
But they can ask for CC transactions for further verification.
 
you can get VCC from "icard. com" for free, and then load your amount to it and PayPal with deduct some for verification purposes.
 
Just search for 'paypal vcc' on any search engine and you'll definitely comes across endless options.

I think you'll have to partner with a banking institution even if it's online, before you're able to create your own VCC cards that are working and also accepted worldwide like any other Mastercard or visa card.

Update: I contacted the iCard support they told me I have to reside in a European country to use their services. Maybe this problem can be bypassed somehow through VPNs etc
 
I suggest you to simple buy it from a seller as you have one time use.
