I believe PP don't send random balance to your CC for verification (I could be wrong), they send it to VBA/Bank Account for verification.
But they can ask for CC transactions for further verification.

I think you'll have to partner with a banking institution even if it's online, before you're able to create your own VCC cards that are working and also accepted worldwide like any other Mastercard or visa card.

Update: I contacted the iCard support they told me I have to reside in a European country to use their services. Maybe this problem can be bypassed somehow through VPNs etc
