How would you spread 1000$ for ranking 7-10 websites (low comp)

ok, at first buy expired domains, make decent articles for each of them, right?

then, what would you do for offpage seo with such budget?
some manual work or a cheap cool package on bhw..

I would focus on one site as a test to see if I can break through.
 
Depending on what the sites actually are, it's going to be very hard to rank so many sites on this budget. You're better off choosing one site you care the most about and ranking that. At least you stand a chance. Don't spread yourself too thin.

I would use that money to focus on 1 to 3 websites and when you might have attained a certain position, one or all of the websites will be generating income... you can use that to re-invest in other websites. It will take time, but it works.
 
That $1000 might not even be enough to rank one of those sites, let alone 10 of them. Also, when people tend to say "low competition", in 90% cases it's much more than that. Focus on one site, rank it, once it makes money, move to another site.
