How will Dynamic Pages optimize...Should I keep this format?

Hi guys,
Just a quick rookie question. I am having a Wordpress Site build with many city location pages with SEO in mind. The developers have it set up where the City Name is dynamically added to the page when it's loaded. Is this a terrible method in regards to SEO or will it eventually be ok?

To hopefully clarify what I am describing:

When editing text on the pages they look like this:
This is an example of what is being done in [City Name]. [City Name] is a great place to live. blah blah blah.

When page is viewed/loaded it looks like this:
This is an example of what is being done in Atlanta. Atlanta is a great place to live. blah blah blah.

Which version of the page do the search engines care about?

My developers claim that it will optimize well this way but I question what the search engines actually look at. (the loaded pages with appropriate dynamic fields populated or the Pre-Loaded pages {With the 'City Name' fields})

If the only thing that changes is the city name, your pages will be seen as duplicate content by the search engines. You can avoid that by implementing a canonical link, but ideally you'd have different content for each city.
 
Thanks for the response. Yeah, I am planning on changing (one by one) all of the location pages manually time allowing once the site is live. (as time allows) I paid them to just get some core content on all of the location pages while adding the city name in various places on the page.

While I know that Google sees this as duplicate content now (temporarily)....

will it index each page as 'This is an example of what is being done in [City Name].'

OR '

This is an example of what is being done in Atlanta.' ?
