How To Target Specific Websites With Adwords?

I'm in Portugal on vacation. I've noticed that there are targeted Google Ads on the BBC website.

I'm pretty new to Adwords - how do I target my ads to be placed on specific websites like this?

In Google Keyword Tool
1. Left-hand side: Click Placement Tool
2. Placement Types: Just select Sites
3. Enter your targeted keyword or your preferred publisher's website (e.g: www.bbc.com)
4. Select the one that you want & Add to account.
