How to solve FaceBook Ad charging twice issue?

That is Facebook's money retention feature for regular accounts. Facebook will return it if the account is not locked. You can use an agent account to avoid having your funds held.
 
Why don't you contact the Facebook support team ? They should explain you the reason clearly.

What is your industry, create a document for the above issue and share it to the facebook team by following them on linked in and twitter
 
This is a newly uploaded Facebook, they temporarily hold your threshold and maybe they will return it to your payment card, but it will take a long time.
I advise you to use another account bro, because every time you reach the threshold, they will charge you 2 times the fee

Contact the Facebook support. They can fix this!
 
What a shit problem...It's an abusive practice to charge twice, almost a scam attitude
 
Regarding this issue, your money has been withheld according to meta's policy, for example, your threshold is $2, so when you pay $2, the next threshold is $3, then they will pay first $3.
 
If your budget is huge and double bills mean nothing then it will be ok since FB will refund it to you. But if you don't have that much money, just use another account. I recommend the old one with spending history. It will be much more stable and stronger
